PSD and PSDU recognize that employees may have a personal or family medical emergency resulting in a need for additional time off in excess of their available Paid Time Off (PTO). To address this need, The Sick Bank Donation Program has been designed to allow employees to donate accrued PTO hours to a general pool that can be used by Union Members who experience a medical emergency and have exhausted all paid leave available to them. By using the medical emergency exception, there are no tax consequences to the donor.
A medical emergency is defined as a medical condition of the employee or an immediate family member that will require the prolonged/extended absence of the employee from duty and will result in a substantial loss of income to the employee due to the exhaustion of all paid leave available. An immediate family member is defined as a spouse, child, or parent.
Donation Guidelines:
The donation of PTO is strictly voluntary.
Donations will be directed to a pool to be used by eligible recipients.
Recipient identity will not be disclosed to donating employees.
The donation of PTO is on an hourly basis, without regard to the dollar value of the donated or used leave.
The minimum number of PTO hours that an eligible employee may donate is 1 hour.
The maximum number of PTO hours an eligible employee may donate in one calendar year is 40 hours or no more than 50 percent of the employee’s current balance.
Employees cannot borrow against future PTO hours to donate.
Employees who are currently on an approved leave of absence cannot donate PTO hours.
Union Members who would like to donate PTO hours are required to complete an Authorization to Deduct Time and submit it to a Union Officer.
Non-Union employees may donate to the Bank but are not able to draw from it.
Requesting Donated Time:
Union Members who would like to request donated PTO hours are required to complete a Request for Donated PTO hours and submit it to a Union Officer.
Requests for donations of PTO hours must be approved by the Sick Bank Donation Committee.
If the recipient employee has available PTO hours in their balance, this time must be used prior to any donated time. Donated time may only be used for time off related to the approved request.
Employees who receive donated PTO hours may receive no more than 160 hours (4 weeks) within a rolling 12-month period.
The recipient will receive paid leave at their normal rate of pay.
The recipient may need to provide proof from a medical team member prior to receiving donated time.
